Patricia Gartland is the Superintendent and CEO of School District 43 (Coquitlam) in British Columbia, Canada. Formerly on the Board of Directors with the Canadian Bureau for International Education and the executive of the Canadian Association of Public Schools International, she is now on the Board of Directors with the British Columbia Council of International Education. Since 2008, she has been the Board Chair of the Confucius Institute at Coquitlam. She is widely recognized in K-12 education, international education, and digital education.

葛佩莎女士从事基础教育教学与管理工作三十余年，参与创办了加拿大高贵林孔子学院（与华南师范大学共建）并亲自担任理事长。她引领孔子学院聚焦本土中小学生需求，每年为两千余名学员提供中文和中国文化课程。
葛佩莎女士持续十四年推动学区中英双语项目建设，成功打造加拿大西海岸公立基础教育体系中唯一一个全学段中英双语项目。积极推动中加基础教育交流，带领学区与中国北京、浙江、广东等多地签订合作协议，与中国三十多所中小学校缔结姊妹校关系，定期进行师生互访、教学研讨和教育管理者交流，培育中加友谊之花，为中加教育交流做出了显著贡献。
2012年获不列颠哥伦比亚省国际教育委员会“杰出领导奖”，2018年获“加拿大教育技术奖”之“K-12系统年度创新奖”，2021年被不列颠哥伦比亚省国际教育委员会授予“国际教育终身成就奖”。
2014年高贵林孔子学院荣获“先进孔子学院”称号。
Mrs. Gartland brings over 30 years of experience in teaching and educational administration. She co-founded the Confucius Institute at Coquitlam (co-hosted by South China Normal University) and has dedicated 16 years to the Confucius Institute’s leadership as Board Chair. Under her guidance, the Confucius Institute focuses on the needs of elementary and secondary students, supporting Chinese language and cultural courses to about 2,000 learners annually.
For the past 14 years, Mrs. Gartland has led the development of a Chinese/English bilingual program within the school district, which stands as the only such program in the public education system of the West Coast of Canada. She has actively promoted China-Canada educational exchanges, fostering partnerships with regions including Beijing, Zhejiang Province, and Guangdong Province. With her initiatives, SD43 has built sister-school relationships with nearly 30 schools in China, facilitating regular student and teacher exchanges, educational workshops, and administration collaborations. Her work has significantly contributed to the development of educational connections and friendships between China and Canada.
She received the Distinguished Leadership Award from the British Columbia Council of International Education in 2012, the Canadian EdTech Awards K-12 System Innovator of the Year in 2018, and the Lifetime Achievement Award from the British Columbia Council of International Education in 2021.
The Confucius Institute at Coquitlam was recognized as the Confucius Institute of the Year in 2014.
