贝鲁市长积极推动法国波城孔子学院（波城•贝阿恩•比利牛斯联合区政府与西安外国语大学共建）成立并担任理事长至今。在他的协调下，孔子学院与波城幼儿园、小学、中学、波城大学、波城美院、音乐学院和养老院等多个机构达成教学合作关系，推动中文教学在当地普及。波城市政府和波城•贝阿恩•比利牛斯城市联合体共同为孔子学院提供办公地点和部分运行经费，并协调波尔多学区为孔子学院提供教学人员支持。波城市政府持续为孔子学院各类文化活动提供场地、人力、物力，孔子学院已成为波城市民文化生活的重要组成部分，助力增进法人民文化理解，在中法文化交流中发挥了关键作用。
Mayor Bayrou has been instrumental in the establishment of the Confucius Institute at Pau (jointly hosted by the Agglomeration Community of Pau Béarn Pyrénées and Xi'an International Studies University) and has served as its Board Chair since its inception. Through his efforts, the Confucius Institute has established partnerships with a wide range of local institutions, including kindergartens, primary and secondary schools, the University of Pau, the Fine Arts School of Pau, the Conservatory of Music, and senior homes, thereby promoting the spread of Chinese language education in the region. The City of Pau and the Pau Béarn Pyrénées Agglomeration Community have provided the Confucius Institute with office space and part of its operational funding. Additionally, they coordinate with the Bordeaux Education Authority to ensure teaching staff support for the Institute. The Pau city government continually offers venues, manpower, and resources for various cultural events organized by the Confucius Institute. Over the years, the Confucius Institute has become a significant part of cultural life in Pau, fostering greater cultural understanding among the people of France and playing a vital role in Sino-French cultural exchange.
